Faculty

Jennifer Anderson, MHSA, PMP, is an EHR consultant and Manager of EHR Programs and Services for the Carolinas Center for Medical Excellence (CCME), the CMS Quality Improvement Organization for the Carolinas. She has experience implementing hospital and ambulatory health information systems, as well as managing a medical group practice. She received her Masters of Health Services Administration from the University of Arkansas and is a certified Project Management Professional. She is a member of the NC Medical Society's Quality of Care and Performance Improvement Committee and a member of the North and South Carolina Regional Extension Center planning groups.
Gary Balser is an EHR consultant for the Carolinas Center for Medical Excellence (CCME), where he provides project management and EHR application expertise for outpatient physician offices. He has more than 15 years experience in the EHR software industry including application support, internal systems and hardware support, software research and development, configuration management, application and systems implementation, and project management for EHR releases. He has degrees in Business Management and Engineering Technology from Purdue University.
Reba Beavers, MBA, MHA is the nurse analyst for CPOE implementation at Durham Regional Hospital. She has held numerous staff and management level positions in nursing, and for the past decade has focused on clinical informatics. She was instrumental in the transition from paper to electronic records for nursing documentation and CPOE implementation at Durham Regional Hospital. She holds a BSN from North Carolina Central University and a MBA/MHA from Pfeiffer University.
Linda Bunton, MBA is the Director of ChoiceHealth, a subsidiary corporation of Novant Health, where she is responsible for the operations and business development of a multi-state physician network. She has 24 years of experience in healthcare administration and has been employed with Novant Health for the last 11 years, initially as Director of The Presbyterian Health Network. Prior to this, she was primarily involved in physician practice management both in independent physician practices and healthcare systems. She also has experience in healthcare strategic planning. She earned her MBA from the Babcock Graduate School of Management, Wake Forest University and a BA from Davidson College.
Sherrie Drye Cannoy, PhD is an Assistant Professor in the Business Education Department at NC A&T State University. She has served on NCHICA's NC Consumer Advisory Council on Health Information since its formation in 2006. She earned her PhD in Information Systems from UNC-Greensboro, where she also earned her BS in Information Systems and Business Education and Master's degrees in Business Education and Information Technology Management. Her work experience includes teaching at various levels of the educational system in North Carolina as well as working in the healthcare field.
Stephen Clark, MSHA is the CIO and Privacy Officer for Albemarle Health, where he is responsible for executive leadership of all enterprise information systems, communications, and clinical engineering. He has an extensive background in information technology, process engineering and quality management with over 30 years of experience in the health services field and over 35 years experience with information systems. He earned his MSHA from Virginia Commonwealth University and BS in Computer and Information Science from Mansfield University. He is an ACHE Fellow and a member of CHIME and HIMSS
Avery Cloud, PhD is Vice President and CIO of New Hanover Regional Medical Center. A 34-year veteran in the field of information management, he began his career in global manufacturing and moved briefly into disaster recovery consulting while completing his doctorate in business information management. He is also a widely published author and frequent speaker.
Vern Davenport, MBA is President of Government Solutions at Allscripts. He joined Allscripts in 2008 after serving as Executive Vice President and General Manager of Misys Healthcare Systems. Prior to this, he held senior positions at Eastman Kodak, Siemens Medical Solutions, Shared Medical Systems and IBM. He earned his BA in Marketing and MBA from East Carolina University.
Karen Davis is Vice President of Research Computing at RTI International. The Research Computing Division provides systems, web, data collection and management solutions for a wide range of research projects, including large surveys, data repositories, health informatics and bioinformatics. She routinely plays the role of senior advisor on large data management and technology application projects. She has extensive experience in financial and human resource management, leadership, and business process re-engineering, including the application of technology. She serves on the NCHICA Board of Directors as Treasurer.
  Hank Dietz, MBA consults for the Office of MMIS Services in the NC Department of Health and Human Services. He provides critical analysis for the NC Replacement Medicaid Management Information System development project and works on the NC State HIE/HIT initiatives. He has managed IT departments, built applications and supported business objectives through IT initiatives for a variety of businesses. During his tenure at Kaiser Foundation Health Plan of NC, he participated in the discussions to implement electronic medical records within the HMO.
Cathy Durbin is a consultant with HIMformatics, a healthcare IT consulting firm. For over 16 years, she has worked in the healthcare delivery environment, spending five years with an EMR vendor and the past 11 years providing HIT consulting services. She has extensive experience in strategic planning, system planning, project management, system selection with hospital information systems and ambulatory EMRs, and CPOE readiness and planning. She holds a BS in Secondary Education and is a member of NC HIMSS and NCHICA.
 

Dennis Falls is the Database Administrator, ETL Manager and Information Security Officer for the Carolina Center for Health Informatics in the Department of Emergency Medicine at UNC-Chapel Hill. He manages the data transmission, data loading and reporting components of NC DETECT. He has spent the last eight years handling the extraction, standardization and cleaning of emergency department data for public health surveillance. He also serves as Adjunct Research Instructor in the Department of Emergency Medicine at UNC-Chapel Hill. He completed his GSEC certification and earned his Bachelor's degree from the University of Central Missouri.

Jerry Fralick, MS is the State CIO for North Carolina. He has more than 30 years of experience working for the federal government, including as CIO of the Office of Justice Programs for the U.S. Department of Justice. He was the first elected chairperson for the Federal Grants Executive Board, which provides direction and oversight of Grants.gov. He most recently worked as president and owner of JFCS Inc., a provider of marketing services to IT companies. He received his Bachelor’s degree in Economics from LeMoyne College and his Master’s degree in Computers and Management of Information Technology from American University.

Doug Fridsma, MD, PhD is the Acting Director of the Office of Interoperability and Standards in the Office of the National Coordinator for Health Information Technology. He is currently on leave from the Department of Biomedical Informatics at Arizona State University and from his clinical practice at Mayo Clinic Scottsdale. He completed his medical training at the University of Michigan in 1990, and his PhD in Biomedical Informatics from Stanford University in 2003. His research interests include the development of computational tools to study patient safety, clinical work processes, and methods to improve model-driven standards development processes. He has served on the Clinical Data Interchange Standards Consortium (CDISC) Board of Directors from 2005-2008, and was appointed to the HIT Standards Committee in 2009. He recently resigned from the HIT SC to become the acting director of the Office of Interoperability and Standards at ONC.

Dave Garrett, MBA is Senior Vice President and CIO of Novant Health, where he is responsible for the planning and execution of corporate information technologies and telecommunications for the entire Novant Health system. He has over 35 years of IT experience in banking, hospitality and healthcare. Prior to joining Novant, he was the Senior VP & CIO at Palmetto Health and CIO at Baptist Health Care. He is a member of HIMSS and CHIME and serves on the NCHICA Board of Directors. He holds a BA in Business Administration from the University of Central Florida and MBA from Troy State University.
Doug Gouy is President and CEO of Wheelchair Professionals Inc., where he leads a nationwide network of mobility specialists who provide mobility claims support for most of the large health plans. Prior to this, he was an executive with American Home Patient, a nationwide home medical equipment provider.
Clyde Hewitt is the Managing Consultant with Forsythe Solutions Group and serves on NCHICA's Board of Directors. He is also the co-chair of NCHICA's Education Committee and Privacy and Security Officials Workgroup. He has served on NCHICA's Mobile Device, System Activity Review, eDiscovery, and HITECH Task Forces. He received his BA from UNC-Chapel Hill, MS from the University of Arkansas, and his Program Management credentials from Defense Acquisition University, where he also taught post-graduate level software program management from 1994 to 1996. He is a graduate of Air Command and Staff College and Air War College. He also holds CISSP, CHS, and ISO 27001 Lead Auditor certifications.
Ray Hillen is a Senior Network Security Consultant and Technical Services Manager for Secure Enterprise Computing, Inc. He holds cerifications in CSSP and PCI QSA. He has been active in network security for over ten years, providing organizations a realistic and comprehensive network security strategy.
Gail Hinte, MPA is a management consultant with HIMformatics, a healthcare IT consulting firm. For over 20 years, she has provided health care consulting services to leading healthcare organizations and has led numerous engagements in strategic planning, process redesign, system selection and implementation, and provided project management and interim management support. She has worked within hospital, physician, payer, long-term care, and pharmaceutical organizations in support of information technology requirements. She earned a BA from Assumption College and an MPA in Health Administration from Suffolk University. She is a member of HIMSS and serves as the 2010 President of the NCHICA Board of Directors.

Thomas Jepsen is an IT consultant and serves as Chair of the IEEE-USA Medical Technology Policy Committee. He is also the Chapter Chair of the IEEE Eastern North Carolina Section and the Programming Languages Editor of IEEE IT Professional magazine. He earned his BA from the University of Colorado and did graduate work in Computer Science at NC State University. He is the author of Distributed Storage Networks: Architecture, Protocols and Management and a contributing author of Systems Engineering Approach to Medical Automation.

Elizabeth Johnson, JD is an attorney with Poyner Spruill LLP and practices privacy and information security law in multiple sectors, including health care, financial services, technology, client services, consumer goods and retail. She has assisted clients in responding to dozens of security incidents under the state laws that first mandated breach notification, as well as responding to incidents that implicate the HHS breach notice rule. She has been listed in Computerworld's "Best Privacy Advisors" report, and has been named a Rising Star by Law & Politics Magazine and one of the "top 40 under 40" by the Triangle Business Journal.
Douglas Kelling, MD specializes in Pulmonary and Internal Medicine. His expertise includes specialties in allergies, anesthesiology and Critical Care Medicine, with additional experience in chronic illnesses such as Diabetes Mellitus and Hypertension. He graduated from Harvard University School of Medicine and completed residencies at Duke University Medical Center and Duke University School of Medicine. He maintains both a private practice and hospital practice and is affiliated with Northeast Medical Center in Concord, NC and Presbyterian Hospital in Charlotte, NC.
  Marc Kolman, MSPH is Executive Director of the Piedmont Health Care Consortium. He has been involved with NCHICA since 1997, serving on the Standing Advisory Committee, NC Consumer Advisory Council on Health Information and NC HIE Council. He has over 20 years of public health experience, including serving as Health Director of the Person and Anson County, NC Health Departments.
Geoff Lawson is Director of Information Systems at Morehead Memorial Hospital. He earned a BS in Engineering from Florida Institute of Technology and served in the US Navy as a nuclear trained submarine officer. After his military service he worked in various leadership and management positions in the IT field, including Chief Operating Officer at a data processing service bureau, Software Development Manager at a Fortune 500 company, and Executive Director of IT Program Management for an online university. He serves on the NCHICA Board of Directors and NHIN Steering Committee.
Meichun Li is a Software Engineer and Adjunct Research Instructor at the Carolina Center for Health Informatics in the Department of Emergency Medicine at UNC-Chapel Hill. She leads the design, development and maintenance of the NC DETECT web portal. She has extensive experience in developing and applying solutions to create user-friendly, flexible Web-based public health surveillance systems that meet privacy and security guidelines. She received her Master's degree in Information Science from UNC-Chapel Hill.
Robert Lineberger, MD is Information Systems Medical Officer/Hospitalist at Durham Regional Hospital. He has over 20 years of experience in both inpatient and outpatient settings and has been involved in information systems for over ten years. He served as Physician Champion for CPOE at Durham Regional Hospital for three years, and CPOE has been successfully implemented in all inpatient areas at that facility.
Tracy Lockard is Business Process Director for the Cabarrus Health Alliance, where she provides expertise in business process analysis and redesign. Currently she is managing the implementation of a practice management/EMR system, the development of custom applications, and integration with a health information exchange. She holds a BA in Communications from the University of Kentucky and a certification in Software Product Management from the University of Washington.
John Loonsk, MD is Chief Medical Officer for CGI Group, Inc. Prior to joining CGI, he was Director of Interoperability and Standards in the Office of the National Coordinators for Health Information Technology. He is a Fellow of the American College of Medical Informatics and a member of the American Medical Informatics Association, the Association of Medical Directors of Information Systems and HIMSS. Previously, he served as Assistant Dean at the UNC-Chapel Hill School of Medicine. He received his medical training from SUNY-Buffalo after graduating from Johns Hopkins University.
Michael Magliaro is the National Healthcare Industry Practice Leader for TM Floyd & Company. His 30 years of healthcare and health plan experience includes ten years in CEO roles in fee-for-service and managed care organizations and 20 years of consulting. He has significant experience in business and clinical information reengineering, information systems selection and implementation (including EHR), program management, and revenue cycle management. He has developed a Comprehensive Operations-Based ICD-10 Compliance Program to achieve competitive advantage while improving operations and reducing costs.
Richard Markeson is the CTO of Carolinas IT. He has consulted on best practices concerning IT administration for Fortune 500 companies, government, higher education, and Department of Defense contracting entities across the nation since 1996.
Dave McCord is the Director of Application Development for TM Floyd & Company. He has over 30 years of experience in healthcare and banking information technology, including executive leadership, large-scale mainframe systems, integrated client-server applications and architecture, and browser-based applications. He has worked on billing and electronic claims processing and on EMRs on multiple platforms and levels of connectivity.
Jan McCoy is Director of EMR Solutions for CTG HealthCare Solutions, where she focuses on client relationships, solution and methodology development, and quality delivery of service. She serves on CTG's ARRA Board and has been actively involved in CTG's HL7, Security Management, EMR Standards, ISO Certification, and JCAHO IM standards adherence committees. In addition to contributing to CTG's management team for over 14 years in a variety of leadership roles, she established the CTG United Kingdom and European Union Healthcare division. Prior to joining CTG, she held multiple IT management roles in integrated networks and academic medical centers.
Jim Murphy, MS is the Information Security Official for the Office of MMIS Services in the NC Department of Health and Human Services, and Information Security Lead for the NC Replacement Medicaid Management Information System (MMIS) development project and other related projects. He plans and administers security for the Office and reviews all aspects of system development and enterprise security throughout the design and development of the MMIS and related projects. He has an MS in Information Science and holds GSEC, CISSP-ISSMP, CISA and CISM certifications.
Patt Peterson, RHIA, is the Director of Education at the American Health Information Management Association (AHIMA) and serves as a resource for faculty and college administrators throughout the U.S. She evaluates and updates the model curricula for certificate, associate, baccalaureate, and master degree programs. In addition, she serves on a variety of national committees with oversight for health informatics and information management education in the U.S. She also teaches at the University of Illinois at Chicago in the Department of Biomedical and Health Information Sciences graduate program.
Belinda Pirtle is the CEO of HCMI Solutions. She is a senior training advisor and subject matter expert for health IT systems deployment and implementation. She is also an active participant in healthcare technology and managed care educational activities, which includes regularly speaking at the national TEPR (Towards Electronic Patient Records) conference and Lormans Educational Services. With a BS in Telecommunications and certifications, her expertise includes IT and HIT Systems Consulting, Project Management and Training.
Rick Reddel is Chief Technology Officer of Proficient Health. He has over 22 years of experience in leading high tech engineering, software development, and operations teams. In the last 14 years, he has built several successful software product design and development companies each with a mission to advance and improve software technology. He earned a BS in Electrical Engineering from Colorado State University.
Marla Roberts, DrPH, RN is Delivery Manager for Professional Services at CTG HealthCare Solutions. She has over 30 years of experience in healthcare. Specializing in operational performance improvement, she has a doctorate in organizational development and evaluation research plus Lean/Six Sigma and project management certifications. She has led numerous large-scale transformation projects in a varety of large complex environments. Currently she is consulting with an IDN to implement a performance management program that includes meaningful use measures in conjunction with other current quality measures.
Pam Scott, JD is an attorney with Poyner Spruill LLP. She has assisted both covered entities and business associates in tackling HIPAA and HITECH compliance issues, crafting policies and contracts, and responding to HIPAA complaints. She also represents health care providers in a wide variety of regulatory matters including certificate of need, regulatory compliance, professional licensure, and rulemaking proceedings before the NC Rules Review Commission. She has worked with a broad range of providers, from small physician practices to large corporations.
Paul Skinner is VP of Sales and Customer Support for Authentidate, where he leads the sales and client services function for Inscrybe. He started his career in the Navy and held various positions in the data management and security field. His 20 years cumulative experience in the application of technology and insight solutions in the life sciences and healthcare marketplaces make him a sought-after speaker at home care and technology events.
Doug Smith, MBA is CEO of Greene County Health Care, an advanced medical home. He also serves as CEO/CIO of Community Partners HealthNet, Inc., a network of community/migrant health centers that also serves five rural health clinics. He serves on the Board of Directors of the NC Primary Health Care Association and is a member of the National Association of Community Health Centers. He is also an Adjunct Professor in the Department of Family Medicine at ECU Brody School of Medicine. He earned his MBA from Wharton School of Business.
Gary Swindon, MBA is COO and CIO of NEMEA Security Services, where he is responsible for the day-to-day management of the company. Prior to this he held senior positions in both public and private sector organizations including Orlando Regional Healthcare and WebMD. He was responsible for successfully leading the consolidation of more than 20 data centers for the state of Michigan and conducted similar projects for the federal government and private industry. He has served as a Director for the ISACA CISM certification board, where he served on the international panel that conducted the practice analysis for security certification. He holds a BA from the University of Dayton, an MBA from Boston University, and CISM certification.
Diane Taylor, RN a Principal Consultant with CTG HealthCare Solutions where she currently focuses on Clinical Transformation and Process Redesign. She has over 26 years of experience as a nurse, 12 of which have been in Informatics. Prior to joining CTG, she held multiple roles in CPOE implementations and Evidence-Based Programs. She is a member of ANIA-Caring and is attending the University of St. Francis for a Masters in Healthcare Administration.
Kimberly Williams is Vice President of Billing Operations Accounts Receivable Applications for Laboratory Corporation of America Holdings (LabCorp). She serves as Chairwoman of the Transactions and Code Sets Committee of the American Clinical Laboratory Association and co-chair of NCHICA's ICD-10 Task Force. Under her leadership, LabCorp successfully migrated all of its electronic third party billing to the HIPAA transactions and code sets and successfully transitioned to the National Provider Identifier mandate. She is currently leading the business transition to achieve 5010 and ICD-10 compliance.
Debbie Zanes is the Sr. Manager for Clinical Informatics at Durham Regional Hospital, where she is responsible for the support of Clinical Informatics including CPOE. She holds a BSN degree with a nursing informatics and a project management background. Prior to joining Durham Regional, she was a healthcare consultant doing project management and programming for Siemens clients involving order entry and nursing documentation. She holds certifications in ITIL and PMP.
Frederick Zufeit, JD is an Assoicate with Smith Anderson, where he concentrates his practice on health care law. He graduated from the UNC School of Law, where he served on the North Carolina Law Review. An accomplished musician, he graduated from the Manhattan School of Music and played trombone professionally prior to attending law school.
