Speakers

Archie Andrews is Director of Information Protection Technology at the Advanced Technology Institute (ATI) and Principal Investigator for the Defense Health Information Assurance Program. Prior to joining ATI he was Defense Sector Director at the Software Engineering Institute and spent 25 years in the U.S. Army Signal Corps, retiring in 1993 at the rank of Colonel. He earned his BA from the University of Georgia and MS in Computer Information Systems from American University.

Donna Bailey, PhD is Adjunct Assistant Professor at the UNC-Chapel Hill School of Nursing and Director of the Teaching Assistant Development Program at the UNC Center for Teaching and Learning. Prior to joining UNC she held various nursing positions at hospitals in North and South Carolina. She earned her BSN in Nursing from Western Carolina University, MN in Nursing Administration from the University of South Carolina and PhD in Nursing from UNC-Chapel Hill.

Ivan Barrick, PhD is Director of Parente Randolph’s Healthcare Operations Improvement Practice. He has held various administrative, consulting, management, clinical and technical positions over the years. He is currently a Commander in the Naval Reserve Medical Service Corps, and served as CIO of a Combat Zone Fleet Hospital in Saudia Arabia during the Persian Gulf War. He holds a BS in Medical Technology, MPA and PhD in Healthcare Administration.

Judith Beach, JD, PhD serves as Associate General Counsel for Regulatory Affairs, Chief Privacy Officer and Coordinator of Global Government Relations at Quintiles Transnational Corp. She is also co-chair of NCHICA’s HIPAA Privacy Work Group. Prior to joining Quintiles she worked for law firms in Washington, DC. She earned her BS in Food Science and Biochemistry from Clemson University, PhD in Physiology and Pharmacology from Duke University and JD from Georgetown University Law Center.

Barry Beith, PhD is President of HumanCentric Technologies, Inc., which he founded in 2000. He also serves as Adjunct Professor of Psychology at North Carolina State University, teaching graduate courses on human factors measurements, tools and techniques. He earned his BA in Psychology from the University of California-Santa Barbara, MA in Human Factors/Applied Experimental Psychology from California State University and PhD in Psychology/Ergonomics from NC State.

Hal Bredbenner is Principal Business Analyst, Pharmaceutical Practice for OnSphere Corporation. He specializes in consulting on e-Business opportunities for clinical research, pharmaceutical and other healthcare-related clients. He has over 27 years of experience in the electrical engineering and computer science fields, and has managed development teams for a broad range of business applications including real-time data collection and reporting.

Angela Burnette, JD is an Associate in the law firm of Alston & Bird LLP, where she concentrates on healthcare regulation and complex health litigation. She provides advice and defends healthcare suits in a variety of contexts, including informed consent, peer review, confidentiality of medical records, and professional board investigations and disciplinary actions. She earned her BS from North Georgia College and JD from the University of Georgia School of Law.

Garry Carneal, JD is President and CEO of the American Accreditation HealthCare Commission (URAC). Before joining URAC he served as VP of Legal and State Affairs at the American Association of Health Plans, as Legislative Counsel for the National Association of Insurance Commissioners and as an Associate Attorney for the law firm of Epstein, Becker and Green. He earned his BA from Washington & Lee University, MA from Yale University and JD from the University of Virginia.

Kent Curran, DBA is Professor of Management, Belk College of Business Administration and Adjunct Professor of Nursing, College of Nursing and Health Professions at UNC-Charlotte. He previously held teaching positions at Memphis State University, Spring Hill College, Troy State University, Louisiana State University and Bradley University. He earned his BS in Mechanical Engineering and MBA from Bradley and DBA in Organizational Behavior from Louisiana State.

Mary Curran, PhD is an Associate Professor in the College of Nursing and Health Professions at UNC-Charlotte. She also serves as a part-time Family Nurse Practitioner for Rowan County Health Department, Cabarrus Health Alliance and The Community Free Clinic. She earned her BSN from the University of South Alabama, MSN from the University of Tennessee and PhD in Administration/Nursing/Education from Vanderbilt University. She also serves on the NCHICA Governing Board.

Sean D’Arcy is a Consultant for Healthlink, where his clients have included Shannon Medical Center, Mount Sinai/New York University, University of Illinois at Chicago Hospital and NASA/Johnson Space Center. Prior to joining Healthlink he worked for Presbyterian Healthcare Services, Strong Memorial Hospital and the VA Hospital-SUNY Research Foundation. He earned his BS from State University of New York and MBA from the University of Phoenix.

Harold Frohman is Program Manager of Risk Doctor™, Raytheon’s HIPAA security risk assessment tool. He also manages the Department of Defense’s Web-based requisitioning and ordering system. Prior to this he was a management consultant at the Logistics Management Institute. He earned his BS in Marketing and MS in Computer Systems Management from the University of Maryland. He serves as co-chair of NCHICA’s Network Security and Interoperability Work Group.

Brian Gill is Regional Sales Manager for the Healthcare Data Exchange (HDX) Corporation, where he manages provider and payer sales activity in the Southern U.S. As a Senior Healthcare Systems Consultant and Account Manager, he worked with many of HDX’s customers on implementing its Electronic Data Interchange services. Prior to that he spent three years with Siemens Health Services. He earned a BS in Business Administration-Marketing from the University of Delaware.

James Greenlee is Pharmacy Operations Specialist for UNC Hospitals, where he serves as pharmacy liaison to the team developing provider order entry (POE) application. He also co-chairs the hospital’s Pharmacy Nursing Committee. He is a nationally registered paramedic, and recently discontinued his fieldwork after 17 years of practice. He earned his BS in Biology and BS in Pharmacy from UNC-Chapel Hill, and is currently a Master’s candidate in the School of Public Health.

Lynne Henderson is Corporate Director of Health Informatics for Spartanburg Regional Healthcare System, where she is responsible for record processing, coding and transcription. She has 14 years of experience in Health Information Administration, and is a frequent speaker on subjects related to the HIM profession, including implemention of electronic health records and remote coding. She holds a BS in Health Information Administration and an MHA from the Medical University of South Carolina.

Michael Hubbard, JD is a Partner with the law firm of Smith, Anderson, Blount, Dorsett, Mitchell & Jernigan, LLP. He practices principally in the area of health law, including HIPAA compliance, health informatics and e-health matters. He received his BS in Chemistry from Randolph-Macon College and JD from the University of Virginia School of Law. He is a co-author of the American Medical Association’s Field Guide to HIPAA Implementation and serves on the NCHICA Executive Committee.

Lauren Kearns is a Clinical Systems Analyst in the Nursing Informatics Department at UNC Hospitals, where she also serves on the Provider Order Entry Implementation Team. She has been a registered nurse for over 23 years, and has 15 years of management experience and a variety of clinical experiences, primarily in Home Infusion Therapy, case management and care of the transplant patient. She earned her MN with a concentration in Healthcare Informatics from UNC-Chapel Hill.

David Kibbe, MD is Chairman and co-founder of Canopy Systems. He also serves as Adjunct Assistant Professor, School of Public Health at UNC-Chapel Hill, and is a Contributing Editor to Family Practice Management. He received his BA from Harvard University, MD from Case Western Reserve University School of Medicine, and MBA from the University of Texas at Austin. He serves on the NCHICA Board of Directors and will be 2002-2003 President.

David Kirby is Director of the Information Security Office and Center for Information Technology Innovation at Duke University Health System. He also serves as Adjunct Associate Professor in the Medical Informatics Division at Duke University Medical Center. He has over 24 years of experience in the use of IT in healthcare. He earned his BS in Computer Science from West Virginia University and MS in Computer Science from UNC-Chapel Hill. He serves on the NCHICA Board of Directors.

Sandra Laws is a Clinical Systems Analyst at UNC Hospitals, where she serves as Clinical System Lead Analyst for the Physician Order Entry project. She has over 20 years of nursing and clinical experience, including medical-surgical nursing, Post Open Heart Surgery nursing and over 5,000 hours of volunteer service as a medic. She earned her BSN and MN from State University of New York Health Science Center, and is a member of NCNA and ANA.

Andrew Lemons, JD is a Health Care Regulatory Associate for the law firm of Alston & Bird LLP, where he represents hospitals and other healthcare entities with emphasis on regulatory and transactional matters. Prior to joining Alston & Bird he was a Health Care Associate for the law firms of Kilpatrick Stockton LLP and Wagner, Myers & Sanger PC. He earned his BS in Biology from Birmingham Southern College and JD from Wake Forest University School of Law.

John Loonsk, MD is Associate Director for Informatics and Director of the Information Resources Management Office at the Centers for Disease Control and Prevention. He received his medical training at SUNY-Buffalo after graduating from Johns Hopkins University. At the CDC he has been instrumental in developing the National Electronic Disease Surveillance System and other activities to support the advancement of public health informatics.

Paul LoRusso has served as VP & CIO of Wake Forest University Baptist Medical Center for the past 15 years. Prior to that, he worked for Albert Einstein Medical Center, the Group Health Association and Blue Cross-Blue Shield of Michigan, and served as a Captain in the U.S. Air Force. He earned his BS in Computer Science from Syracuse University and MBA from Florida State University. He serves on the NCHICA Board of Directors and was 1998-1999 President.

Robert Lower, JD is a Partner in the law firm of Alston & Bird LLP, where he specializes in the healthcare, e-commerce and privacy areas. He is a member of the Atlanta and Georgia Bar Associations, and served as an adjunct professor of law at Emory University School of Law for fourteen years. He earned his JD from Harvard Law School and AB from Harvard College. He currently chairs the Minimum Necessary sub group of NCHICA’s HIPAA Privacy Work Group.

Richard Marks, JD is a Partner in the law firm of Davis Wright Tremaine LLP, where he advises on HIPAA, computer systems, intellectual property, privacy, data standards, encryption and institutional security issues. He has a broad background in security issues, and served as a Captain in Military Intelligence for the U.S. Army in Vietnam. He holds a BA from the University of Virginia and JD from Yale Law School. He currently chairs the WEDI committee on HIPAA security certification.

John McLamb is Director of Informatics in the Department of Emergency Medicine at UNC-Chapel Hill. He also serves as project manager for the North Carolina Emergency Department Database (NCEDD) project. Prior to this he was project manager for the North Carolina Office of the State Controller; Systems Information Manager for the NC Department of Agriculture; and a math and computer science teacher at NC public schools. He earned his BS in Health Education from Campbell University.

Beverly Perdue is Lieutenant Governor of North Carolina. Two of her priorities are to improve healthcare and to make prescription drugs more affordable for the elderly. Prior to her election she served five terms in the Senate and two terms in the state House of Representatives, and is a former public school teacher and healthcare professional. She is chair of the Health and Wellness Trust Fund Commission and serves on the Information Resource Management Commission.

John Russell, JD is Executive VP and General Counsel for Quintiles Transnational Corp. Prior to that he worked for the law firm of Moore & Van Allen, PLLC and was an associate editor for Houghton Mifflin Company. He earned his BA in English from UNC-Chapel Hill, MA in English and Comparative Literature from Columbia University and JD from Harvard Law School. He wrote the novel Favorite Sons, which won the Sir Walter Raleigh Award for best work of fiction by a North Carolina writer.

Terry Seelinger is e-Learning Manager, Corporate Information Services for Duke University Health System, where he is responsible for planning and implementing Web-based learning and training projects. His previous employers include Duke University, the Center for Child and Family Health, Duke University Medical Center and Raleigh Pediatric Associates. He earned his BA in American Civilization from the University of Pennsylvania and MHA from Duke University.

William Shenton, JD is a Partner in the healthcare practice group of Poyner & Spruill, LLP. He represents hospitals, physicians, assisted living communities, home health agencies and other providers on business, litigation and regulatory compliance issues, including HIPAA and other privacy and e-commerce issues. He received his undergraduate and law degrees from UNC- Chapel Hill. He currently serves as Vice President of the N.C. Society of Health Care Attorneys.

Kenneth "Mike" Walker is University Compliance Officer for Wake Forest University (WFU). Prior to joining WFU he was an officer in the U.S. Army for 24 years, and served as Chair of the WFU Military Science Department for four years. He earned his MS in Personnel Management from Central Michigan University, MA in Education from Appalachian State University and is a PhD candidate at UNC-Greensboro with a major in Curriculum and Instruction in Higher Education.

Anna Waller, ScD is Research Assistant Professor and Research Director in the Department of Emergency Medicine at UNC-Chapel Hill. She also serves as Adjunct Lecturer in the Department of Health Behavior and Health Education at the UNC School of Public Health. She earned her BA in Psychology from UNC-Chapel Hill and ScD from Johns Hopkins University. For three years she had a Postdoctoral Fellowship at the University of Otago in New Zealand.

Roy Wyman, Jr., JD is an Attorney with the law firm of Maupin Taylor & Ellis, P.A., where his practice is devoted to corporate and regulatory concerns of healthcare clients including issues such as HIPAA, Medicare and Medicaid reimbursement, the Internet and information technology. He earned his BA from Wheaton College and JD from the University of Michigan. He is a member of the State bars of Michigan and North Carolina and of the Health Law sections of the NC Bar Association and ABA.

Kepa Zubeldia, MD is President and CEO of Claredi Corporation. Prior to this he was VP of Technology for ENVOY Corporation, a healthcare EDI clearinghouse now part of WebMD. He has been involved in healthcare EDI for the last 20 years, and has participated in a number of industry bodies. He currently serves as Chair of the WEDI Security Policy Advisory Group and the Association for Electronic Healthcare Transactions, and is a member of the National Committee on Vital and Health Statistics.
