North Carolina Consumer Advisory Council on Health Information
Marc Kolman, MSPH
is a Project Director with the Piedmont HIV Health Care Consortium in Durham, NC. He is a long-time advocate for public health and social justice and has served as County Health Director in two rural NC counties. He has been a member of NCHICA’s Standing Advisory Committee and Consumer Advisory Council on Health Information. He earned an MSPH in health policy and administration from the UNC School of Public Health and a BA in biochemistry from Brandeis University.

North Carolina Medical Society
Edward Ermini, MD is a practicing physician and founder of his own medical group in Lumberton, NC. A graduate of the North Carolina Medical Society (NCMS) Leadership College, he currently serves as co-chair of the NCMS Quality of Care and Performance Improvement Committee. He is also a member of the American Academy of Otolaryngology - Head and Neck Surgery Medical Informatics Committee.

NC Hospital Association
Mark Bell, Th.M
. is the Chief Information Officer for NCHA, where he oversees the operation of NCHA's information systems, including Internet and intranet connectivity, and develops tools for Web-based communication. He joined the Information Services staff in 1997 after seven years at Duke University with Perkins Library and the Office of Information Technology as a LAN administrator, enterprise Webmaster, and system administrator. He earned his Master's in Theology from Duke University, and is a best-selling author of over 20 books and software manuals about computers, operating systems, the Internet, and the World Wide Web.

North Carolina Nursing Profession
Rebecca "Becky" Kitzmiller, MHR, MSN
is the Duke University Health System (DUHS) Information Technology Fellow, and this fellowship supports her PhD studies in the School of Nursing. Prior to joining the PhD program, she served as the Director of Nursing Informatics for DUHS and was responsible for diverse clinical systems and user groups. She also served in the Medical Surgical Unit at Womack Army Medical Center while an active duty Army Nurse Corps Officer. She earned her MSN from Duke University School of Nursing and MHR from the University of Oklahoma.

North Carolina Health Information Management Association
Kris-Shae McCall, RHIA is Assistant Manager of the Medical Records Department at CaroMont Health, Inc. Prior to this she served as First Shift Manager at Moses Cone Hospital. She earned her BS in Health Information Management from East Carolina University.

North Carolina Institute of Medicine
Mark Holmes, PhD
is the Vice President of the NC Institute of Medicine, where his responsibilities include all statistical analyses. He is also the Co-Director of the Program on Healthcare Economics and Finance at the Cecil G. Sheps Center for Health Services Research at UNC-Chapel Hill, an adjunct faculty member in the Department of Health Policy and Administration at the UNC School of Public Health, and an Associate Editor of the North Carolina Medical Journal. He currently serves on the NC General Assembly Advisory Commission on Hospital Infection Control and Disclosure. He received a PhD in Economics from UNC-Chapel Hill.

North Carolina Association of Pharmacists
John Kessler, PharmD, BCPS
is the President and Chief Clinical Officer of SecondStory Health, LLC. He is Board Certified in Pharmacotherapy and has a special interest in medication safety. He has chaired the USP's Advisory Panel on Mediation Errors and he has served on the National Coordinating Council for Medication Error Reporting and Prevention. Currently he serves as a consultant to the national Pharmacy Quality Alliance - Quality Metrics and Patient Safety workgroups and he is Co-Chair of the Patient Safety and Quality Committee for the North Carolina Association of Pharmacists.

North Carolina Association of Free Clinics
Jason Baisden
is Marketing Director for the North Carolina Association of Free Clinics. He also oversees the creation of new free clinics in the state, which increased from 56 clinics in 2004 to 74 in 2008. Since 2002, he has provided IT, database management, multi-media solutions and marketing strategies to nonprofits to increase the efficiency and effectiveness of their communications. He is earned his Communication degree from Appalachian State University.

Office of the State Health Director
Steven Cline, DDS, MPH
has been the Deputy State Health Director for the state of North Carolina since 2006. Prior to this, he was the division’s Chief of the Epidemiology Section and Bioterrorism Principal Investigator. He has also been an adjunct faculty member at UNC-Chapel Hill’s School of Dentistry since 1983. He holds a BS in Biology from Davidson College and DDS and MPH degrees from UNC-Chapel Hill.

Office of the State Chief Information Officer
Denny McGuire, MPA, CPM is currently the Technology Policy Specialist for the Office of Information Technology Services (ITS), while also focusing on improving communication with state agencies and other ITS clients. She has extensive experience in intergovernmental relations, strategic planning, policy development and project management. She completed her MPA from UNC-Chapel Hill, her undergraduate degree from Elon University, and the Certified Public Manager designation from the Office of State Personnel.

North Carolina Association of Local Health Directors
William F. Pilkington, DPA has been the public health director of the Public Health Authority of Cabarrus County since 1981. Prior to his current job, he was a policy advisor to the Governor of North Carolina. He holds an MPA from North Carolina State University and a DPA from the University of Southern California.

North Carolina Office of Emergency Medical Services
Regina Godette-Crawford
has been the Assistant Chief of Administration for the North Carolina Office Emergency Medical since 2006 and currently serves as Equal Employment Opportunity officer for the Division of Health Service Regulation. Prior to this, she served as Regional Specialist for the Office of EMS for over 13 years. She is a graduate of East Carolina University School of Business.

North Carolina Division of Medical Assistance (Medicaid)
Jim Hazelrigs, MBA
is manager for the Medicaid Information Technology Architecture (MITA). He has years of experience in Medicaid while at EDS, and in commercial health care information systems with both payer and provider organizations. He is a retired Army officer who specialized in health care administration. He is a graduate of the University of Georgia (BA) and the University of Utah (MBA).

Sally R. Cameron, PhD
is Director of the NC Psychological Association, which provides advocacy, continuing education, legislative activities, consultation and information to its members. She is also Chair of The Coalition, a group of 40 statewide nonprofit organizations that advocate for funding for the public mental health, developmental disabilities and substance abuse system. She also serves on the Board of Directors of Meals on Wheels of Wake County.

North Carolina Division of MH/DD/SAS
Mary Tripp, MA
is the Policy Unit Leader in the Accountability Team at the NC Department of Health and Human Services Division of Mental Health. She has over 25 years of clinical and administrative experience in MH/DD/SA services and a background in research and higher education. She earned her Master's degree in Clinical Psychology from UNC-Chapel Hill. She is also a graduate of Partners in Policymaking, a training program for consumers and family members on disability rights and advocacy for persons with intellectual and developmental disabilities.

Long-term Care/Nursing Homes
Samuel Clark, CPA, MBA
is Director of Finance for the North Carolina Health Care Facilities Association. His primary responsibility is advocacy and representation before all governmental bodies on issues related to reimbursement of nursing facility services. Prior to this he was a Senior Auditor with Myers and Stauffer PLLC. His professional history also includes working in an acute care hospital and an outpatient mental health facility. He holds an MBA and is also licensed as a Certified Public Accountant in both Kansas and North Carolina.

Laboratory Services
David Pfeil, MS is Vice President of Informatics and Healthcare Technology at Laboratory Corporation of America. He has more than 26 years of healthcare technology experience, and served as COO of a division of Blue Cross Blue Shield of South Carolina and as VP of Global Business Solutions for Quest Diagnostics. He holds an MS in Thermal Mechanical Engineering from the University of Minnesota.

Radiology Services
Ronald Mitchell, MSc
is CIO for Wake Radiology Inc. He has over 30 years of experience in Information Systems, half of it devoted to IT for biotechnology and healthcare organizations. Prior to joing Wake Radiology, he was Director of IS for Radiology and Radiation Oncology at Beth Israel Deaconess Medical Center, under John Halamka. He earned his BA in Business from Pace University and MSc in Computer Science from Boston University. He is very pleased to be on the NC HIE Council representing North Carolina radiologists.

NCHICA CIO Roundtable
Mary Jo Nimmo, RN, MSN is the Director of Management Information Systems at Lenoir Memorial Hospital, where she has successfully coordinated the implementation of a conversion from one Hospital Information System to another. She earned her MSN from East Carolina University. She has worked as a Flight Nurse, Quality Coordinator, Director of Nursing and Director of Process Redesign.

Lanier M. Cansler, CPA
was appointed by Governor Beverly Perdue as Secretary of the NC Department of Health and Human Services on January 12, 2009. Prior to this, he served as President of Cansler Fuquay Solutions, Inc., a consulting and advisory firm focusing on strategic design and governmental relations for businesses and non-profit organizations working within the healthcare and governmental arena. A licensed certified public accountant, he previously devoted twenty years to public practice, was elected to four terms in the NC House of Representatives from Buncombe County, and served for four years as the Deputy Secretary of the NC Department of Health and Human Services.

David Dillehunt is CIO of FirstHealth of the Carolinas. He is responsible for both Information Systems and Materials Management for the FirstHealth system. He has 35 years of finance and IT experience, over 20 of them in health care. Prior to joining FirstHealth, he served as Vice President of Information Systems & CIO for the Cape Fear Valley Health System for 17 years. He received a BS in Business Administration from Miami University and is a Certified Systems Professional.

NCHICA
Holt Anderson is the Executive Director of NCHICA. He serves as Project Executive of the NC Health Information Security and Privacy Collaboration (HISPC) contract and on the Technical Advisory Panel of the HISPC project. He is a member of the National Governors Association State Alliance for e-Health Task Force on Health Information Protection and the AT&T Healthcare Executive Advisory Committee.
